The family of a former Riverside County jail inmate who died in custody has filed a federal lawsuit accusing the Sheriff’s Department of failing to properly care for prisoners and lying to make it more difficult to prove negligence. The suit was filed Wednesday, March 22, on behalf of the family of Richard Matus Jr., one of 18 inmates to die last year in the jail system, the most in the county in at least 15 years.
